Why it matters operationally

A shortfall found early is a procurement decision; a shortfall found on site is an improvisation. The difficulty is that shortfalls emerge from the interaction between approval cuts, supplier availability and delivery timing — three facts that usually live in three different places, which is precisely why nobody sees the gap until it is physical.
